Market Places for Renewable Energy Sources and Energy Efficiency in Rural Areas |
The aim of this EU-funded project is to set up ‘virtual’ market places (i.e through webpages on the internet) for renewable energy within rural areas in the European Union. These regional market places will promote the use of renewable energy sources and energy efficient measures in new construction projects and in the refurbishment of buildings.
Successful renewable energy / energy efficiency projects depend on the existence of regional structures (e.g. networks), that organise, co-ordinate and coach the regional actors.
Based on existing networks, the project proposes to create virtual market places in which suppliers and potential end-users and / or investors come together to exchange experiences, and find solutions for the use of renewable energies (RES) and energy efficient measures in their region.
Various approaches to creating such RES market places will be tested in seven model regions* located in Austria, Germany, Italy, Ireland, Slovenia, Spain and Sweden. This model testing will identify the potential for the use of RES/EE (energy efficiency) and initiate or support co-operation between investors and suppliers to exploit the existing potential.
The project therefore is aimed at two groups:
On the supply side:
· Regional manufacturers/distributors of RES / providers of EE technologies (e.g. wind turbines, combined heat power plants, biogas facilities);
· Regional and national financial service providers in the field of RES / EE (contractors, local, regional, national banks, citizens funds, etc.) and other service providers (local/regional energy supply companies, energy agencies, consultants);
· Suppliers of regional renewable energies or sources that provide renewable energies (e.g. energy recovery from waste, renting of areas for wind turbines or photovoltaics);
On the demand side (end-users/investors):
· New construction and refurbishment of buildings with suitable energy demands (e.g. residential buildings, public swimming pools, industrial enterprises etc.).
At the proposed regional RES market places suppliers and end-users will be brought together to discuss and assess the co-financing of RES/EE facilities. Finally the potential end-user will be encouraged to consider RES/EE in the planning of new construction projects and in the refurbishment of buildings. The project concentrates on rural areas as here the pre-conditions to use RES/EE are fundamentally better than in urban regions. At the end of the project a RES market place will have been set up in each of the seven model regions.
The bringing together of the relevant regional actors will lead to the systematic initiation of new RES projects in the region. The RES Market Places project aims to in the long term increase the demand for green energy, decrease the use of fossil fuels and lead to CO2-reductions in the individual model regions. The project will also increase the supply of RES/EE by realising the RES/EE potential in the participating rural regions. Finally RES Market places will contribute to the increased retention of wealth and local employment in each region and provide a positive influence on the regional economy.
*The term "regional" here refers to not only to individual administrative entities but also includes co-operations beyond municipal boundaries between different actors in a particular geographical region. |
